Territoires et locaux et stratégies d’innovation : l’action locale au prisme du programme européen LEADER 2014-2020

Abstract : This article proposes a geographical analysis of the application of the European LEADER program (2014-2020), as a public policy device intended to promote territorial development through innovation. It questions the capacity of local actors to apply a frame of reference for public action to design a strategy of development of the territory aiming at the adaptation of the productive economies in rural areas. To account for the coordination of local action for territorial innovation, the study here prioritizes a monographic approach that focuses on the Local Action Group (LAG) of the pays Pyrénées Méditerranée in Roussillon (France). The techniques of multivariate statistical analysis and cartographic production are used to describe the innovation, how it is conceived by the LAG, how it is produced by the local initiative and how it is diffused on the local territory.
