Territorial integration policy and the former East-West Germany border

In the scope of the enlarging of the European Union to the central and eastern countries, the German unification offers both an original and a common way of opening the borders as well as of territorial integration. The area of the former East-West German border in particular constitutes a privileged observatory of the conditions of the introduction of policies of territorial integration in the countries of the former socialist bloc. These areas in the centre of the unified Germany actually constitute the “ front line ” of the transfer to the former East Germany of the model of socioeconomical development and country planning of the GFR. It seems, however, that this territorial dynamic results in a selective integration and that in the local societies there is a political intention underlying spatial practices inherited from the time of the partition.
Dans la perspective de l’élargissement de l’Union européenne aux pays de l’Europe centrale et orientale, la réunification allemande présente un itinéraire à la fois original et commun d’ouverture de frontière et d’intégration territoriale. La zone de l’ancienne frontière interallemande constitue en particulier un observatoire privilégié des conditions de la mise en œuvre des politiques d’intégration territoriale conduites dans les pays de l’ancien bloc socialiste. Ces régions du centre de l’Allemagne réunifiée forment en effet la “ ligne de front ” du transfert dans l’ex-Allemagne de l’Est, du modèle de développement socio-économique et d’aménagement du territoire de la RFA. Il apparaît cependant que cette dynamique territoriale s’accomplit sous la forme d’une intégration sélective et que l’intention politique anime dans les sociétés locales, des pratiques spatiales héritées du temps de la partition.
