Les grandes exploitations agricoles dans les nouveaux Länder allemands

Résumé

Trotz ihrer geringen Anzahl bewirtschaften die landwirtschaftlichen Großbetriebe den größten Teil der landwirtschaftlichen Nutzflächen in den neuen Bundesländern. Aus dem Abbau der Agrarstrukturen des Kollektivismus stammend, haben sie sich schnell an das System der Marktwirtschaft eingegliedert, weil sie durch die gemeinsame Agrarpolitik begüngstigt wurden und sie sich an deren Verordnungen angepaßt haben. Von den Mitgliedern der ökonomischen Führungsschicht zum rationellen, rentablen und wettbewerbsfähigen Produktionsmodell erklärt, werden die landwirtschaftlichen Großbetriebe von der Mehrheit der ländlichen Bevölkerung als ein sozialer Zwang empfunden. Die Mehrdeutigkeit des Verhältnisses der Gesellschaft zu diesen dominierenden Betriebsstrukturen erklärt sich zweifellos durch das Gewicht des wirtschaftlichen und sozialen Erbes aus den kollektivistischen und vorkollektivistischen Zeiten.
Despite their small number, big farms occupy the major part of the cultivated land in the new german Länder. Resulting from the dismantling of the production structures of agrarian collectivism, they were quickly integrated into the system of market economy, while profiting from the advantages of the common agricultural policy and adapting to its constraints. Althrough the members of the economic elite consider this model of production to be rational, profitable and competitive, the majority of the rural population regards the bigs farms as a social constraint. The ambiguities of the relationship of society to this dominating structures of production can undoubtedly be explained by the weight of the economic and social heritage stemming from the collectivist and precollectivist periods.
Minoritaires en nombre, les grandes exploitations agricoles occupent la majeure partie des terres cultivées des nouveaux Länder allemands. Issues du démantèlement des structures de production du collectivisme agraire, elles se sont rapidement intégrées au système de l'économie de marché, en bénéficiant des avantages et en s'adaptant aux contraintes de la Politique agricole commune. Elevées au rang de modèle de production rationnel, rentable et concurrentiel par les membres de l'élite économique, les grandes exploitations agricoles restent finalement perçues par la majorité des ruraux comme une contrainte sociale. Les ambiguïtés du rapport de la société à cette structure d'exploitation dominante, s'expliquent sans doute par la pesanteur des héritages économiques et sociaux des périodes collectviste et pré-collectiviste.
