Le changement de modèle agricole dans les nouveaux Länder allemands

Abstract : The collapse of the communist regimes in Eastern Europe has brought about an economic and social transition expressed by the movement from a planned centralized economy to a market economy. In the agricultural sector, this transition has meant the dismantling of the collective system of state farms and co-operatives, and the creation of new agricultural structures compatible with the market economy. In the former GDR, or rather in the new Lander of the German Federal Republic, the process of decollectivization has come early and is of a radical nature. Soon after reunification, the federal government had Parliament adopt an ensemble of legislative texts, which imposed a strict schedule for the legal restructuring of collective farms. It also committed itself to a policy of supporting new agricultural structures : independent family-run farms. The economic and social transition in rural areas seems to have amounted to a transfer of agricultural policy forms. The way of decollectivization chosen by the federal government has certainly caused the breakup of the monolithic structure of the socialistic agricultural model. However, it has failed in its intention to implant the model of the family run-farm in the Eastern part of Germany in an exclusive manner. The restructuring of the agricultural sector, confronted by the weight of the inheritance of the precollectivist and collectivist periods, has brought about the diversification of farming structures and has generated new social forms of production which are distinct from each other in their ability to adapt to, and become integrated in the market economy.
