La renaissance de l'exploitation familiale dans les nouveaux Länder de la République Fédérale d'Allemagne : la greffe délicate d'un modèle agricole imposé

Abstract : Towards the revival of familial agriculture in the new Lander of Germany : the uneasy transplant of a compulsory form. The bill for the adaptation of agriculture voted by the German Parliament in june 1991 changed various rules formerly established through the People's Chamber of the then GDR and it proposed a timing for the dismantling of the agrarian structures founded by the collectiyist régime. The agricultural policy of the federal government of Germany being based upon the revival of familial agriculture, enterprises, the transition of agriculture and agriculturists to the market economy was to be managed through a form's transplantation in the new Lander. Nevertheless the actual evolution is slightly different. Two years after the unification of Germany and in spite of the policy impulsed accordingly to the dominant ideological environment, family enterprises have had less success than other types of agricultural ventures : new cooperatives which were founded do facilitate the present transition because they can maintain a certain level of social and functional continuity when the allotment of the collective estates to familial units adds to the global crisis induced by the sudden shifting to new political rules, new economical management and new social principles.
